Mouse Leave Overlay - Copy this React, Tailwind Component to your project

Design an overlay that shows when the user moves the mouse away from the website window to the top. This overlay should show a title, a description and an action button. In the top right it should show an x to close the overlay. The overlay should occupy 100% of the window and it should transition from the top (slide).
