Create a projects page component with a clean, professional design that includes a search and filter bar with filters for Budget, Category, Skills, and Deadline, as well as a search bar for keywords. The project listings should display cards for each project that include the Project Title, Description, Budget, Deadline, and a "Bid Now" button. Add a "Create Project" button that is only visible when the user is logged in as a client.
