Analog Watch - Copy this React, Tailwind Component to your project

I need a one functional watch using react js and tailwindcss, Ui should be functional, you will be making an analog watch, and it also has one hour and minutes bar(except) a second bar. no need second bar, so now if the user changes the time by scrolling bar or user can round the bar to all of bar hours and minutes. the watch is not running just make the showcase. user can change the time by clockwork(hour and minutes). and time will store one state and the time format should be in ISO time for example like that : 2024 09 18 11:17:49, so make it now.
