Tutorial Hub Navigation System

I would like to have man nav bar similar to any tutorial website as it has main sections aligned there at right and at the very left you have your logo. On each section of this fixed horizontal nav bar, I would like to have a dropdown bar. Suppose it is programming language then when i click and dropdown bar, it should have C, bash, Python, C++, Ruby, etc. Once sub section of that horizontal nav bar is clicked, it should display sub section. Now we are on sub section, we will like to have a vertical nav bar for all topics of that section where you can browse. On the middle will have the content of that sub topic and on the right will have nav for all small topics on this current page only. Basically it will be a tutorial hub for Programming, Security, Networking, Administration. So these obviously will be our main topics which consists of sub topic on dropdown menu at the main horizontal bar.
